buildsystem: flash binary to a named partition

Changed optional value parameter 'encrypted' to a named parameter
called 'ALWAYS_PLAINTEXT'. This flag can be passed to:
- esptool_py_flash_target
- esptool_py_flash_target_image
Fix wrong identation.
