fix some coex bugs

1. fix the bug that bb reset lock unhandled may cause assert in vPortCPUReleaseMutexIntsDisabledInternal
2. fix wifi mac reset may blocking then cause wdt timeout
3. fix bug wifi mac reset before coex init
